double lumen in umbilical vein

hi, i'm working in nicu , in our hospital feeding tube is used for umbilical vein catetherization and we have a lot of problem with iv line and blood sampling ,yesterday i tried to use double lumen , but i could not draw blood from it, what's the problem ? what can i do ?
